On October 21st, the General Office of the People’s Government of Guangdong Province issued the Action Plan for Accelerating the Innovation and Development of Optical Chip Industry in Guangdong Province (2024-2030) (hereinafter referred to as the Action Plan). The introduction of this policy has also injected new benefits into the development of related sectors.
Optical chip is the basic component to realize photoelectric signal conversion. Compared with integrated circuits, it shows lower transmission loss, wider transmission bandwidth, smaller time delay and stronger anti-electromagnetic interference ability, which is expected to drive the revolutionary development of semiconductor industry and strongly support the high-quality development of new generation network communication, artificial intelligence, intelligent networked cars and other industries.
The Action Plan aims to accelerate the cultivation and development of the optical chip industry in Guangdong Province, strive to achieve more than 10 key core technological breakthroughs in the field of optical chips by 2030, create more than 10 "fist" products, cultivate more than 10 first-class leading enterprises with international competitiveness, build about 10 national and provincial innovation platforms, foster the formation of new 100 billion-level industrial clusters, and build it into an innovative highland of optical chip industry with global influence.
The Action Plan puts forward six key tasks, including breaking through key industrial technologies, accelerating the pilot transformation process, building an innovation platform system, promoting the development of industrial agglomeration, vigorously cultivating leading enterprises, and strengthening cooperation and collaborative innovation.
Among them, in breaking through the key technologies of the industry, it is proposed to strengthen the basic research and original innovation ability of optical chips, support the research and development plan of key areas in the province, and increase the support of "strong core" projects for optical chips. We will expand the scope of support for provincial-level scientific and technological innovation strategy projects, manufacturing industry’s key task support projects, and expand industrial policies such as R&D subsidies for the underlying algorithms and architecture technologies of the integrated circuit industry, and awards and compensations for the first rotating wafer before mass production to the fields of optical chip design automation software (PDA tools) and silicon MPW streaming, and strengthen product development and industrial application in the field of optical chips.
At the same time, speed up the pilot transformation process, build an innovative platform system, and focus on cutting-edge technology to build a number of strategic platforms. Relying on enterprises, universities, research institutes, new R&D institutions and other innovative subjects, we will lay out and build a number of R&D platforms for common technologies in the field of optical chips.
Support Guangzhou, Shenzhen, Zhuhai, Dongguan and other places to give full play to the basic advantages of semiconductor and integrated circuit industrial chain, and accelerate the cultivation of industrial clusters such as optical communication chips and optical sensor chips in combination with the current needs of developing artificial intelligence, large models, next-generation network communication, intelligent networked vehicles, data centers and other industries in the region, so as to build a full industrial chain of optical chips covering design, manufacturing, packaging and testing, and actively cultivate future industries such as optical computing chips.
The "Action Plan" also proposes to implement key materials and equipment research projects, industrial chain reinforcement construction projects, core product demonstration and application projects, and cutting-edge technology industry cultivation projects.
Among them, in the key materials and equipment research projects, we will accelerate the research and development of key materials for optical chips. We will vigorously support the research and development of key optical chip materials such as silicon optical materials, compound semiconductors, thin-film lithium niobate, gallium oxide thin films, electro-optical polymers, flexible substrate materials, super-surface materials, optical sensing materials, electro-optical topological phase change materials, photoresists, Shi Ying crystals, etc. Promote the research and development of key equipment for optical chips. Vigorously promote the research and development and domestic substitution of key optical chip equipment such as etching machine, bonding machine, epitaxial growth equipment and optical vector parameter network tester. Implement the policy of upgrading industrial equipment and accelerate the upgrading of key optical chip equipment. Support the research and development and optimization of related components and processes of optical chips.
